To change how long you have to hold the mouse still over an item before a hint appears,

▪        Choose Preferences from the Edit menu.

▪        Click the Miscellaneous tab.

▪        Change the number of seconds labeled Show hint after mouse is still for. 

To change how long hints stay on the screen,

▪        Choose Preferences from the Edit menu.

▪        Click the Miscellaneous tab.

▪        Change the number labeled Remove hint after. If you are having a hard time reading the hints before they disappear, increase this number to at least sixty seconds.

This option will not take effect until you leave the preferences window. In other words, hints over items in the preferences window itself will not be affected until you close the preferences window and come back.
